Nath was superannuated in January, 1995, as the Special Director,
Intelligence Bureau, D.C. Nath (IPS-1960) was associated with the
International Institute of Security and Safety Management (IISSM),
headquartered in New Delhi, for over 14 years, first as the Executive
President & CEO and then as the President & Director General,
between February, 1997 and March, 2011. The author of a highly acclaimed
book, Intelligence Imperatives for India, Mr. Nath earned high plaudits from all around for two of his very significant presentations on: “Revisiting the Future of India” (2005, London) and “Lessons from India for the War On Terrorism” (2007, USA). He is the only one in
the field, combining the experiences of a police officer with
specialization in intelligence and strategic analysis and an industrial
security expert par excellence.
We
have straightaway raised the above question, feeling compelled to do so
after reading and re-reading a very analytical piece by our scholar
friend, Priyadarshi Dutta, titled, “Focus on Figures, not Faith”,
appearing in “The Pioneer” of March 6, 2015. All friends and
well-wishers are requested to go through it carefully so as not to miss
out important statistics quoted in this piece (attached).
Friends
will recall we have been demanding from the Union Government to release
the religion-wise break-up of the Census figures of 2011 but with no
success yet. Our anxiety was on a different score. Contrary to the
impression gaining that the government was delaying this because of the
‘fear’ of adverse reaction on the electorate from the fact of the Muslim
population having burgeoned up, we have emphasised on our apprehension
that it would be the distinct fear of the number of the “so-called”
majority Hindu community having gone down terribly below imagination.
We
had buffeted up our reasoning by quoting till-date-unchallenged
statistics published in the 2013 year book of the prestigious
Encyclopedia Britannica, generally believed to be reliable. According to
this publication, the Hindu population in India was around only 70-plus
in 2005—almost unbelievable. If there is some grain of truth in that
report, we are in for some “shock” shortly. The ultimate upshot can be
well imagined.
It
is good that Priyadarshi has taken us through the historic episode of
interface between Swami Shraddhanand and Col. U Mukherji. Col. Mukherji
to Swamiji:

Colonel Mukerji said that he had been working on a pamphlet which
mathematically established that Hindus would be wiped off the face of
the earth within 420 years if remedial measures were not put in place.

Col Mukerji read from the Census of India, 1911 (Vol-1, P.122). It
said: “In the whole of India the proportion of Hindus to the total
population has fallen in 30 years from 74 to 69 percent, but this is
partly due to inclusion at each succeeding Census of new areas in which
Hindus, if they are found at all, are in minority”.
Priyadarshi then tells us Col. Mukherji had studied the Census report of 2001, and reports:

Taking five per cent to be the actual proportion of decline of the
Hindus within 30 years, Col Mukerji said their present number of 69 per
cent will be swallowed up in (14×30) 420 years, if no efforts were made
to arrest the decline. By then, UN Mukerji had already, in 1909,
published a brochure based on Census 1901 figures, titled Hindus, a
Dying Race?
The
author then writes about Swami Shraddhanand’s views on another current
phenomenon drawing unnecessary controversy, that is “Ghar Wapsi”. Since
that is not the focus of our submission today, we leave that the friends
to look up that point in the attached press report.
